Well, a strong enough witch could technically be the strongest of the three races... Even though being a witch isn't technically a race...

ya but thay uaslly dont want 2 wast there time i mene what is the point in trying 2 over power a vampire we have it if it is needed but not in less its an emirgancy

I came back just for this post... No. That is not why they do not bother. They do not bother because it is too difficult for them to learn and figure things out on their own, and the truly powerful mages are rare, and most of the time will not teach.
