Maybe some souls are to rest-less, and\or angry for the reaper to deal with right at first. So.......... he lets them calm down couple hundred years or so, or however long it takes one to get revenge, or handle unfinished business.

sounds resonable or he just doesnt want to deal with them at all and does it as punishment and the spirits get even mre resentful

well they pretty much get to do whatever they want, and if your dead i would assume you would get bored so they probably dwell on stuff and get mad then decide to do stuff like that...dunno....taking a stab at it.

Its gotta be painful to just float around and watch bad things happen to your loved-ones. You would just stand there and cry or scream while your daughter gets touched by her new step-dad. On the other hand you can smile, and cheer while she puts your old gun that you left in the closet to the guys head , while he's sleeping. As an added bonus you will be waiting in the after-life to kick the everloving [Censored] out of him for his crimes. Moral of the story: "Don't tinkle in the ocean"
